Iowa Lawmakers Face Critical Budget Hurdles Amid Pipeline and Pay Disputes
DES MOINES, Iowa — As the 2025 legislative session approaches its end, Iowa lawmakers grapple with two significant issues: the use of eminent domain for carbon sequestration pipelines and paraeducator pay. With most session per-diem payments ceasing after Friday, legislators are under pressure to finalize the state budget.
Despite Republican dominance at the Statehouse, disagreements persist, particularly regarding House File 639, which addresses eminent domain for pipeline projects. On Wednesday, a group of 12 Republican senators urged Senate leadership to prioritize this legislation, asserting its importance over the budget discussions. They declared they would oppose any further budget bills until this bill received a floor vote.
Sen. David Rowley highlighted the long history of failed attempts to advance measures on eminent domain, emphasizing concerns from landowners regarding the potential health risks of CO2 pipelines tied to the Summit Carbon Solutions project. The legislation aims to restrict the use of eminent domain and enhance regulations on pipeline operations, reflecting increased public scrutiny.
Negotiations between the House, Senate, and Governor Kim Reynolds are further complicated by budget disputes. A budget difference of $36 million exists between the House’s proposal and the Senate’s agreement, with significant contention surrounding $14 million allocated for paraeducator pay. This funding, originally included in the Governor’s proposal, has become a key sticking point, with House Speaker Pat Grassley advocating for continued support for school staff.
As lawmakers work to resolve these issues, Senate Majority Leader Jack Whitver expressed optimism about finding a legislative solution. The outcome will significantly influence Iowa’s budgetary direction and educational funding priorities as the session draws to a close.
