Allamakee County officials are urging the public to report any interactions with five individuals charged with securities fraud. The Iowa Insurance Fraud Bureau has filed initial charges against Stanley Pophal of Wausau, WI, and four Halvorson siblings from Wisconsin, for allegedly selling unregistered securities through their company, Bright Silver LLC.

Court documents reveal that these individuals misrepresented investment opportunities, including emerald mines in Africa and coffee futures in Colombia, while conducting illegal transactions. All five are accused of conducting business without the necessary licenses, violating Iowa Code, and potentially defrauding local residents. Over 24 victims have reportedly lost approximately $500,000.

The investigation was spurred by a local resident’s tip regarding questionable investment solicitations, prompting undercover operations that confirmed fraudulent activities. Allamakee County Attorney Anthony Gericke noted that the group’s activities extended to five other counties in Iowa, including Winneshiek and Clayton.

Authorities believe there may be many more victims than currently identified and are asking anyone who has been approached or has invested to come forward. “This is an ongoing investigation,” Gericke stated. “If you have any information, please call the Allamakee County Sheriff’s Office at 563-568-4521.”

The investigation has attracted the attention of federal agencies, including the FBI, as authorities assess the full scope of the fraud. Gericke emphasized the commitment to halting these individuals’ activities, stating that community awareness is crucial for identifying further victims.
